InterWorks conducted a Security Risk Management (SRM) course at JICA’s own training facility located in Ichigaya, Tokyo from 23-25 October 2006. This workshop content and design was based on the previously held 5-day SRM workshop for senior managers (particularly heads of field offices) offered by the UNHCR eCentre in Pranburi, Thailand earlier in the year. The target audience for this Tokyo workshop was comprised of JICA heads of offices from their field locations around the world considered to be “insecure” or “at risk” to significant security incidents, and Tokyo-based JICA staff responsible for security of those same field offices. The fictionalized and general case studies and exercises appropriate for a mixed audience, however, were tailored to the needs and typical security situations faced by JICA staff. In essence, fictional case studies from the previous course were replaced by real case studies from UNHCR’s and JICA’s current programmes, and exercises were modified to build from these same cases. The 3 countries chosen for the case study materials were Afghanistan, Sri Lanka, and the Sudan.
The Critical Incident Management exercise was very realistic, practical and enjoyable. “
