Security Management Exercise (SMX)

InterWorks facilitated two Security Management Exercises (SMX) in August 2011. Both exercises were held for UNHCR staff from the entire operation, the first in Jakarta, Indonesia from 1-3 August and the second in Kuala Lumpur, Malaysia from 8-10 August.

The workshop in Jakarta consisted of a three-day SMX (modeled on the SMLP) for the management in Indonesia (seven participants). Additionally, the training team delivered a one-day training session to BO Jakarta staff and CWS (implementing partner to UNHCR). The one-day training was attended by 28 participants which included two UNDSS officers.

The workshop in Kuala Lumpur consisted of a three-day SMX (modeled on the SMLP) for the management in Malaysia. In addition, the training team delivered two one-day security awareness training sessions to BO Kuala Lumpur.

The purpose of the SMX is for a UNHCR country team to walk through the UN Security Risk Assessment process step-by-step based on UNHCR’s operations in the specific country and its operating environment. Staff are trained on how to conduct the process and are able to identify specific follow-up activities that are needed in order to enhance the security risk management of their operations.

The sessions arose awareness. While one may already know the factors surrounding assessing security situation – applying it in a more systematic and logical view has been lacking.
