United Nations High Commissioner for Refugees (UNHCR) Jun 2008
InterWorks facilitated the 6th and 7th workshop events of the ongoing Security Management Learning Programme (SMLP) in Skovde, Sweden from 1-6 June and from 8-13 June 2008. The workshop design was similar for both groups, with some modifications made to the second event based on immediate evaluation results of the first workshop. The workshops were intensive, interactive and work-oriented and employed a variety of methodologies, including presentation, case studies as well as group and plenary discussions. They also included an extensive practical application of security risk management methods.
Topics covered included:
- Current humanitarian security context: challenges and changes ahead
- UNHCR security policy and standards
- Roles and responsibilities of managers in security management
- Definitions and limitations of accountability
- Security Risk Management concepts and tools: threat, vulnerability and programme assessment
- Security Plans and planning: skills and resources
- Balancing and integrating staff and refugee security
- Coordination and the UN security management system
- Minimum Operating Security Standards
- Critical Incident Management
- Security and welfare
There was a good balance between theory and exercises and it was very participatory …The simulation proved that we still have lots to learn and that we shouldn’t be overconfident.
