United Nations High Commissioner for Refugees (UNHCR) Nov 2011
InterWorks facilitated two Security Management Exercises (SMXs) in Juba and Wau, South Sudan for staff from all offices in the country from 4-10 November 2011 and 14-17 November 2011. Security Awareness Trainings (SATs) were also conducted on 4 and 7 November in Juba and on 14 November in Wau.
The workshops in Juba consisted of a three-day SMX (modeled on the SMLP), and two half-day sessions related to negotiation skills and reducing tension. The negotiation exercises were conducted with 30 staff from the Juba office; field office participants for the Juba SMX participated in the SAT. In Wau, the SAT was a full day (topics included Road Mission Planning, Weapons and Mines Awareness, Negotiation Skills and Basic First Aid and Lifesaving Skills) and included all those who participated in the follow-on SMX. During both SMXs, an extra session related to the UN Security Level System was included in order to meet participants’ requests for more information related to how SLS works.
The purpose of the SMX is for a UNHCR country team to walk through the UN Security Risk Assessment process step-by-step based on UNHCR’s operations in the specific country and its operating environment. Staff are trained on how to conduct the process and are able to identify specific follow-up activities that are needed in order to enhance the security risk management of their operations.
