InterWorks conducted the High-Level Forum on Border Management in Humanitarian Emergencies in conjunction with the UNHCR eCentre and OSCE (Organization for Security and Co-operation in Europe) Border Management Staff College in Dushanbe, Tajikistan from 24-28 September 2012. This High-Level Forum on border Management in Humanitarian Emergencies brings together the practical work of improving preparedness measures for dealing with large-scale emergencies with the specific international laws, norms and principles for dealing with refugees, asylum seekers, and others who may be involved. The Forum participants come from the fields of border management, customs, immigration, border guards, and members of the UN Refugee Agency (UNHCR).
The goal is to improve sharing of information between countries in Central Asia in regards to border protocols to be used in the case of large scale emergencies. With greater transparency between concerned national Ministries and the various national and international agencies that respond to these events, greater cooperation and efficiency will result. The ultimate aim is to both improve humanitarian response to those who cross borders in emergencies as well as to better protect the national security of the nations receiving these people.
