The eCentre’s 5-day Security Risk Management workshop was co-sponsored by the UNHCR eCentre and JICA from 14-19 October 2018. It was held at the Suan Son Pradipat Hotel and Fort Dhanarajata (formerly Fort Thanarat) training post in Thailand, with support from the Royal Thai Army per their longstanding arrangement with the UNHCR eCentre. Participants were from diverse backgrounds, offices, and countries, representing UNHCR, JICA, NGO and government counterparts.
The course focused on the overall security risk management (SRM) approach as well as specific tools and techniques, from initial threat assessment to mitigation of risk, security planning, and critical incident management. The course trainers provided short presentations of key components of the overall SRM approach and provided scenario-based, hands-on exercises through which each of the tools introduced could be explored, utilised and practiced. The core exercises were based on the fictional Suremia case study.
The primary objectives of this workshop were to:
- Increase the knowledge, skills and confidence of managers facing safety and security risks to staff, assets and programmes.
- Introduce participants to security risk management approaches in complex operational environments.
- Provide managers with practical tools to better assess security risk, take steps to mitigate it, conduct security planning, and respond to security incidents when they do occur.
The SRM workshop included two critical incident management simulations so that participants could practice what they learned. It also included a short practical field exercise with simulated security incidents (hostage taking and crowd/mob situation) to highlight the duty of care of managers to make sure systems are in place to manage risks to staff when operating in insecure environments. The centrality of protection and the emphasis of programme criticality to meet the needs of persons of concern were also key points of this workshop.
The program is well organized and all the facilitators have good skill with nice personality and always attract participants. It is really good program.
